Apostille Checklist for Retirement Visas: Portugal D7, Spain Non-Lucrative, Panama Pensionado, Mexico and Costa Rica

Five countries account for most of the retirement visa files we prepare for Massachusetts residents, and they want overlapping but not identical documents: proof of income, proof of a clean record, proof of who you are and who is coming with you. Two of those proofs are federal documents most people send to the wrong office. Here is the list for each country, which authority apostilles each item and how to time the perishable ones.

  • Social Security letter and FBI check through Washington
  • Birth and marriage certificates from any state
  • Timed to the consulate or lawyer’s filing date
  • Trusted since 2010
The pattern

Every retirement visa asks the same four questions

Can you support yourself without working? Have you a criminal record? Who are you, and who is your spouse? Where will you live and how will you pay for medical care? The first two are answered with documents that are federal in most cases, and the third with state vital records. The fourth is answered locally with leases, insurance policies and bank accounts, and rarely needs an apostille.

Proof of income for a retiree is usually a Social Security benefit verification letter, a pension award letter, or both. The Social Security letter is issued by a federal agency and is authenticated by the U.S. Department of State, never by Massachusetts. A private pension letter is a private document: the plan administrator or you sign before a Massachusetts notary and the Commonwealth apostilles the notary. Our Social Security statement service handles the first.

Proof of a clean record is the FBI Identity History Summary for Spain, Portugal, Panama and Costa Rica. It is federal and goes to Washington. A few consulates accept a state police check apostilled by the state instead. Every country puts a window on it, three to six months, so it is the document to time last.

Birth and marriage certificates are state records apostilled by the issuing state, which for a couple born in two states means two offices. Consulates want copies issued recently. Our out of state guide covers the routing.

Two federal documents, two state documents, and a lawyer or consulate that wants them dated inside a window. That is the whole file.

Country by country

What each program has asked our clients for

Income thresholds change every year and are set by each country. The consulate or your lawyer has the current figure. The document types below have been stable.

Portugal · D7 passive income

Filed through VFS, decided by the consulate

FBI check with federal apostille, issued recently. Proof of passive income at or above a multiple of the Portuguese minimum wage, which for retirees is the Social Security letter authenticated federally and pension letters notarized and apostilled. A Portuguese tax number and bank account. Proof of accommodation. Health insurance. And a signed authorization for the Portuguese criminal record check. Marriage and birth certificates apostilled for dependents. Portuguese translation certified by a notary, lawyer or the consulate. See the Portugal guide.

Spain · Non-lucrative visa

Filed through BLS, decided by the consulate

FBI check with federal apostille, which the BLS offices want issued within six months. Medical certificate with the consulate’s wording, notarized and apostilled, within three months. Proof of income at a multiple of the IPREM index, shown with the Social Security letter authenticated federally and bank statements. Private health insurance with no copay. Marriage and birth certificates apostilled for dependents. Sworn translation by a traductor jurado. The medical certificate guide has Spain’s wording and the Spain guide the rest.

Panama · Pensionado

Filed in Panama by a Panamanian lawyer

A lifetime pension of at least $1,000 a month, proven with the Social Security letter authenticated federally or a pension letter notarized and apostilled. FBI check with federal apostille, within six months. Birth certificate apostilled. Marriage certificate apostilled if a spouse is included. Notarized passport copy apostilled. The lawyer files in Panama City and translations are done there by a Panamanian public translator.

Mexico · Temporary and permanent residency

Filed at the consulate in Boston

Mexico’s retiree route runs on economic solvency: monthly income or savings balances shown with original bank and pension statements, which the consulate reviews without apostilles. Apostilles enter later: a birth certificate apostilled for a permanent residency or naturalization file, a marriage certificate apostilled for a spouse’s family unity application, translated by a perito traductor. The Mexico guide covers the later stages.

Costa Rica · Pensionado

Filed with the DGME, usually through a lawyer

A lifetime pension of at least $1,000 a month proven with the Social Security letter authenticated federally. FBI check with federal apostille, within six months. Birth certificate apostilled. Marriage certificate apostilled for a spouse. Fingerprints taken in Costa Rica. Spanish translations by an official translator. Costa Rica also requires enrollment in the national health system after approval.

Everywhere

Dependents and later steps

A spouse’s birth certificate, the marriage certificate and children’s birth certificates are apostilled by their issuing states. After arrival, a driver’s license exchange, a will, a property purchase or a later citizenship application brings a second round of apostilles. Sign a power of attorney before leaving so someone here can handle them. The power of attorney guide explains why.

Sequence

Order the file in this order

Book the appointment or engage the lawyer first

The filing date decides when every perishable document must be issued. Consulate appointments for Spain and Portugal are booked weeks out. Panama and Costa Rica lawyers set their own filing dates. Get the date, then count back.

Six to eight weeks out: vital records and durable documents

Order fresh certified copies of birth and marriage certificates from each issuing state and apostille them. Notarize and apostille the pension letter and the passport copy. Sign the power of attorney. These do not go stale within a normal filing window.

Four to six weeks out: the Social Security letter

Download the benefit verification letter from your my Social Security account or request it by phone, then send it for federal authentication through our agent. Consulates treat it as current for a few months.

Three to five weeks out: the FBI check

Request through an approved channeler for a result in days, then federal authentication through our agent in seven to ten business days. The issue date lands inside every country’s window on the filing date. Our FBI check page covers channelers.

Two to three weeks out: the medical certificate, for Spain

Physician visit with the consulate’s wording, notarized at the practice or at our office, apostilled the same week. The shortest window in the file.

Final two weeks: translations and assembly

Sworn or official translations of every apostilled document, prepared after the apostilles. The file is assembled in the consulate’s or lawyer’s order and delivered. The translation sequencing guide explains the translator types.

The two federal documents

Why the Social Security letter and the FBI check go to Washington

The Commonwealth cannot verify a federal signature

Massachusetts apostilles signatures on its own register: notaries, clerks, registrars. A Social Security Administration official and the FBI’s records division are not on it. Both documents go to the U.S. Department of State’s Office of Authentications, by mail to Sterling, Virginia, or by walk-in in Washington through our agent. The state versus federal guide sorts every document in a retirement file.

The version matters

The Department of State authenticates the Social Security benefit verification letter as issued, including the version downloaded from my Social Security, and the FBI Identity History Summary on paper or as the digitally signed PDF printed as issued. A screenshot, a statement from a bank, or a letter you typed yourself will not be authenticated. Where a consulate accepts it, the alternative is an affidavit of income sworn before a Massachusetts notary with the letter attached, apostilled in Boston.

Timing the two together

Both take the same route and the same seven to ten business days through our agent. Request the Social Security letter first because it is instant to obtain and stays current longer. Request the FBI check second, so its issue date lands inside the window. Send both to Washington together.

Pension letters are different

A letter from a private pension plan, a state retirement board or a former employer is a private or state document. The signer, or you as the recipient, signs before a Massachusetts notary and the Commonwealth apostilles it. A Massachusetts state pension letter from the State Retirement Board is a state document and goes to Boston. The validity guide explains how each country dates income proof.

Three retirements and the document that set the pace

Names changed. Each is a real file from the past two years.

Couple · Algarve, D7

Two states, two federal letters

A couple in Andover, one born in Massachusetts and one in Connecticut, had a VFS appointment nine weeks out. The Connecticut birth certificate went to Hartford through the online portal, the Massachusetts one to Boston, both Social Security letters and both FBI checks to Washington through our agent in the fifth week. Portuguese translations certified by the consulate followed. The file was complete in week eight.

Widow · Valencia, non-lucrative

The medical certificate was the problem

A retiree in Framingham had every document ready except a medical certificate, and her physician’s first letter did not use the consulate’s wording. The second letter, with the International Health Regulations language, was signed before our mobile notary at the practice and apostilled the next morning. BLS accepted the file with the FBI check at five months old, inside Spain’s six month window.

Retiree · Boquete, Pensionado

The Social Security letter went to Boston first

A client in Plymouth had mailed his Social Security letter to One Ashburton Place, where it was returned as a federal document, costing three weeks. We sent it and his FBI check to Washington through our agent, apostilled his Massachusetts birth certificate and notarized passport copy in Boston, and his Panamanian lawyer filed on the original date with a week to spare.

What all three share

The documents were ordinary. What set the pace was routing, the wording of one letter and the order of requests. A retirement file done in the right order takes eight weeks and no drama. Done in the wrong order it takes the same eight weeks plus every mistake.

What we do for a retirement file

Confirm the list with the consulate or lawyer, build the calendar from the filing date, order the vital records, notarize the pension and passport documents, send the federal documents through Washington, hold the perishable ones until the right week, coordinate translations and ship one complete package. The golden visa guide covers the investment route for anyone comparing the two.

Clear pricing

What a retirement visa file costs

Government fees are $6 per Massachusetts apostille, $5 to $40 in other states and $20 per federal authentication. Our Massachusetts service starts at $149.95 per document, including notarization, the walk-in at One Ashburton Place, courier and tracking. Our federal service starts at $249.95 per document including the Department of State fee and our Washington agent. A typical single applicant file with a Social Security letter, FBI check, birth certificate and pension letter is quoted as a package, and couples’ files at a per document rate that drops with volume. Translations and vital record fees are itemized. Every quote is in writing before you pay.

Retirement visa questions

Frequently asked questions

Which documents need an apostille for a retirement visa?

Proof of income, which is the Social Security letter and any pension letter. The FBI background check. Birth and marriage certificates. And for Spain a medical certificate. Bank statements, leases and insurance policies usually do not need apostilles.

Can Massachusetts apostille my Social Security letter?

No. It is a federal document authenticated by the U.S. Department of State, about five weeks by mail or seven to ten business days through our Washington agent. The same applies to the FBI check.

How recent must the FBI check be?

Spain’s BLS offices want it within six months. Portugal, Panama and Costa Rica apply similar windows, and some lawyers ask for three. Request it so the issue date falls inside the window on the filing date.

Does Mexico require apostilled documents for residency?

Not at the consulate stage, where bank and pension statements are reviewed as originals. Apostilled birth and marriage certificates enter later for permanent residency, family unity and naturalization.

My spouse was born in another state. Who apostilles the birth certificate?

The state that issued it. A Connecticut birth certificate is apostilled in Hartford, a Florida one in Tallahassee. Each state has its own fee and turnaround.

Do I translate before or after the apostille?

After. Spain wants a sworn translator, Portugal a translation certified by a notary, lawyer or consulate, Panama and Costa Rica an official translator in the country. Every translation covers the document and its apostille.

What is the income threshold?

Each country sets its own and changes it yearly: a multiple of the minimum wage in Portugal, a multiple of the IPREM index in Spain, a $1,000 monthly lifetime pension in Panama and Costa Rica, and a solvency figure in Mexico. The consulate or your lawyer has the current number.

How long does the whole file take?

Six to eight weeks from the first call when the filing date is known, with the federal documents through our Washington agent. Allow longer for out of state vital records and for New York records that need an exemplification letter.

Retire abroad with the file already done

Send us the consulate’s or lawyer’s list and the filing date. We build the calendar, route each document to Boston or Washington and deliver one complete package, translated and in order.
