Hawaii Vital Records Apostille From Abroad: Honolulu Steps, Fees and Traps
A Hawaii vital records apostille comes from one office, the Lieutenant Governor in Honolulu, and only after the Hawaii Department of Health has issued the certificate. The state fee is $3 per document, rising to $5 on 1 January 2027, and the office lists 7 to 10 business days. The catch is that the Health Department and the Lieutenant Governor describe the old-copy rule differently. Here is how to sort that out from overseas.

One Honolulu office signs the apostille, and it wants the right certificate first
Picture a couple who married on Maui, moved to Germany for work and now need the marriage certificate apostilled for a residence permit. The hard part is the clock. Honolulu is ten hours behind Greenwich time all year, because Hawaii does not observe daylight saving time. The Lieutenant Governor’s office closes at 4:30 in the afternoon, which is 3:30 the next morning in Berlin in winter.
So most people never telephone. They send paper, and the paper has to be the right paper. The Hawaii Department of Health issues the marriage, death and birth certificates. The Office of the Lieutenant Governor then attaches the apostille. Divorce works differently, because Hawaii stopped holding divorce records at the Department of Health in February 2026. Courts now issue every decree.

The Health Department and the Lieutenant Governor describe the old-copy rule differently
Recent copies can go straight in
Its instruction page says a record issued on or after 1 January 2025, with the State Registrar’s signature and an embossed Department of Health seal, may be mailed directly to the apostille office. An older certificate means asking the Department for a new one, which it forwards. Processing is listed at 7 to 10 business days.
Previously certified copies are not accepted
Its apostille page says a new certificate request must travel with the apostille order, requests are mail only, and the job can take three to four weeks. It asks for a separate money order for each office.
Both pages are official, so we do not pick a winner. Our advice is practical. Unless you hold a certificate issued in 2025 or later, order a new one through the Health Department route and say that it is for an apostille. If you do hold a recent copy, call the Lieutenant Governor’s office before you decide to skip the Health Department step. Either way, confirm with the office.
The four records side by side
| Record | Who issues the certified copy | What it must show | Copy fee | Step before the apostille |
|---|---|---|---|---|
| Birth | Hawaii Department of Health, Vital Records | Issued on or after 1 January 2025, with the State Registrar signature and embossed seal. | $10.00 | None named. See the two-rule problem above. |
| Marriage | Hawaii Department of Health, which also covers civil unions. You need a direct and tangible interest. | Same signature and seal rule. Years on file: confirm with the office. | $10.00 first copy, $4.00 each extra, plus an administration fee | None named |
| Death | Hawaii Department of Health, same section. Photo ID and proof of eligibility. | Same signature and seal rule. Long or short form: not stated. | $10.00 first copy, $4.00 each extra, same fee | None named |
| Divorce | The circuit court where the decree was granted. The Department of Health no longer keeps divorce records. | Court copy with the clerk’s certification. Confirm it qualifies. | Confirm with the court | Call (808) 586-0255 before paying for the copy |
The Department of Health lists a $2.50 administration fee for each order of up to five copies, but its wording is ambiguous, so confirm the total. Decrees come from the First Circuit on Oahu, the Second Circuit in Wailuku for Maui, Molokai and Lanai, the Third Circuit in Hilo and Kona, or the Fifth Circuit in Lihue on Kauai. The Department’s divorce notice explains the change.
What the apostille desk takes, charges and promises
The apostille fee is $3 per document under the state’s administrative rules, and it moves to $5 on 1 January 2027. If you post near the new year, ask which fee applies on the day the office receives your order.
The online application takes a credit card for the fee. You then print the application and mail it with the certificate, so the website does not replace paper. Mailed payments may be a money order, cashier’s check or cash. Personal checks are not accepted. The office is open Monday to Friday, 7:45 to 4:30 Hawaii time, and its telephone is (808) 586-0255. It takes mail, walk-ins and drop-box deliveries. We found no e-apostille option, so the apostille comes back on paper.
The office will also say whether a document that lacks the state seal or a custodian’s signature can still be apostilled. That matters for court decrees. Its page says Hawaii court documents need the State seal or a department seal plus the custodian’s or record clerk’s signature, and it never names divorce decrees, so a call settles it.

Who signs, in what order, from Honolulu to your destination
Getting it done from another time zone, step by step
- 1
Decide which records you need and in whose name
Hawaii asks for a direct and tangible interest, photo ID and proof of eligibility. A friend or lawyer abroad may not qualify. We can help obtain a certified copy only where Hawaii lets an authorized third party ask, and we check that in the free review.
- 2
Order a fresh certificate and name the purpose
Write apostille and the destination country on the request, mailed to P.O. Box 3378, Honolulu, HI 96801. Allow several weeks.
- 3
Send the apostille request with it, or let us do that
Both money orders, the application and a prepaid return envelope go together. If you live abroad, a U.S. return address saves weeks. That address can be ours.
- 4
Expect 7 to 10 business days on the state side, then courier time
The Lieutenant Governor lists 7 to 10 business days. The Department of Health warns of three to four weeks. Plan for the longer figure, then add DHL, FedEx or UPS time, commonly two to five business days each way.
- 5
Track both legs and call in the right window
Hawaii offices answer between 7:45 and 4:30 their time. From Lisbon that is 5:45 in the evening to 2:30 at night, so an early evening call is the realistic one. From Tokyo it is 2:45 in the morning to 11:30 the next morning, so call before lunch.
Six reasons Hawaii documents come back or stall
A pre-2025 certificate sent straight in
The Lieutenant Governor’s rule covers copies issued on or after 1 January 2025. An older sheet needs replacing.
Asking the Health Department for a decree
It stopped keeping divorce records on 1 February 2026, though older guides still list a Hawaii divorce certificate.
The decorative wedding certificate
Resort weddings often hand couples a keepsake. Only the Health Department certificate carries the State Registrar’s signature and seal.
A personal check or one combined payment
Personal checks are refused, and the Health Department route wants separate money orders.
The old $3 sent after 1 January 2027
Posting late in December can mean the new $5 applies on arrival. Ask before you mail.
A document from somewhere else
Honolulu apostilles only Hawaii documents. A California divorce needs California.
Germany and Portugal, the two requests we hear most from island families
Germany’s mission website says an apostille is needed on a U.S. marriage certificate used for a residence permit application, and children’s birth certificates are listed for family members. Age limits and translation rules were not stated on the pages we read, so ask the office that will take your file. Germany is a Hague party. See the HCCH status table for the date.
Portugal also takes the apostille. The immigration agency AIMA asks for a certified Portuguese translation of foreign documents, except those in English, French or Spanish, so a Hawaii certificate in English may travel without one. D7 and nationality files add an FBI report, which has its own federal apostille. If a translation is demanded, we can provide ATA certified translations that get notarized. We are not a sworn translator and we do not arrange sworn translations, so you would hire one in Portugal or Germany and we would ship the apostilled set to them.
A Massachusetts team handling a Honolulu file
Since 2007 we have prepared and couriered documents from Tewksbury, near Boston. For a Hawaii record we review your documents for free, tell you which rule applies to your certificate, and can forward the packet and payments to Honolulu. Our published prices cover Massachusetts documents. They are $149.95 Economy, $199.95 Express and $385.95 Rush per document, with the state fee and return postage included.
A Hawaii order is not on that list. We confirm the Hawaii fee and speed during the free review and send you one flat-rate quote before you pay. Rush is the fastest level. What people ask about Hawaii vital record apostilles
How do I get a Hawaii record apostilled from abroad?
Order a recent certificate from the Hawaii Department of Health, send it with the apostille application and payment to the Lieutenant Governor in Honolulu, and use a U.S. return address. Expect 7 to 10 business days at the state, plus courier time. We can handle the U.S. side.
Who apostilles a Hawaii marriage certificate?
The Office of the Lieutenant Governor in Honolulu. The certificate comes from the Hawaii Department of Health, which wants a direct and tangible interest from the person asking. The state fee is $3 per document and becomes $5 on 1 January 2027.
What if my Hawaii certificate was issued before 2025?
The Lieutenant Governor says a certificate issued on or after 1 January 2025 with the State Registrar signature and embossed seal can be sent directly. The Health Department says old copies are not accepted. Order a fresh certificate and confirm with the office.
Where do I get a Hawaii divorce decree apostilled?
Request the decree from the circuit court that granted it, because the Health Department stopped keeping divorce records on 1 February 2026. The Lieutenant Governor says court documents need a seal or a custodian signature. The page never names divorce decrees, so call (808) 586-0255 before ordering the copy.
How long does a Hawaii apostille take?
The Lieutenant Governor lists 7 to 10 business days for every apostille, with no expedite. The Health Department says the combined route can take three to four weeks. Add the time to receive a new certificate and the courier days to your country.
Can someone else order my Hawaii certificate for me?
Only if Hawaii lets them. The Department of Health requires a direct and tangible interest, photo ID and proof of eligibility. We help obtain a certified copy only where the state allows an authorized third party, and we confirm that during the free review. Never assume a friend or lawyer abroad will qualify.
Does Hawaii issue an e-apostille?
We found no e-apostille option. The online application takes a credit card, but you print it and mail it with the certificate, and the apostille returns on paper. Health Department apostille requests are mail only.
Do I need a translation for Germany or Portugal?
Not always. The Portuguese immigration agency does not require a translation for documents in English, French or Spanish. Germany may differ, and the pages we read were silent. We provide ATA certified translations that get notarized, but we do not arrange sworn translations, so hire a sworn translator abroad if the office demands one.
