Iowa Vital Records Apostille: Why the County Recorder Copy Wins

An Iowa vital records apostille is issued by the Secretary of State’s Business Services office in Des Moines, which by published guidance certifies Iowa notaries and elected officials. That makes the county recorder’s certified copy the safest start for marriage and death records. The request form lists a $5 fee, walk-ins are same day, and mail time is not published. Here is how to run it from abroad.

Iowa’s apostille rule turns on whether the signer was elected

Picture a couple who married in Iowa City, moved to Lisbon and now need the marriage certificate apostilled. Their certificate can come from the county recorder or from the state health office, and that choice decides whether the Secretary of State will accept it. According to the office’s published guidance, as summarized in the search results we could reach, the Secretary of State certifies Iowa notaries and elected officials. County recorders are elected. Clerks of the district court are appointed court officers. Whether the state registrar at Iowa Health and Human Services counts is a question the pages we could read do not answer.

The practical result is simple. For marriage and death, ask the county recorder for the certified copy where you can. For a divorce decree, ask the Secretary of State first, because acceptance of a district court clerk’s signature is not stated. The page for Iowa is blocked to automated reading, so everything below comes from official-domain summaries and a state form, and we say so each time it matters.

Iowa at a glance

The apostille office and what it published

The Secretary of State’s apostilles and certifications page points to Business Services at the Lucas Building, First Floor, 321 E. 12th Street, Des Moines, IA 50319. Walk-ins are served Monday to Friday, 8:00 to 3:30, and in person the work is done the same day. The office publishes no mail processing time, and it offers no expedited service. We found no e-apostille option, since the apostille attaches to the original document. The request form asks for a copy of the document along with the original.

The state fee is $5 per document on the request form we found, though the web page itself states no fee, so confirm it before you send a check. One more point matters if your destination is not a Hague country. Since 2025 Iowa has issued a single certificate for every destination, Hague or not, and the certificate carries a notice that it may not be an apostille in the usual sense. If the country needs embassy legalization, ask the office what the extra step is.

From abroad

A realistic Iowa timeline when the office is six hours behind you

Des Moines is on Central Time, six hours behind Lisbon all year. A walk-in window of 8:00 to 3:30 there is 2:00 to 9:30 in the evening in Portugal, so email questions and use the phone late in your day. Mexico City matches Iowa in winter and sits an hour behind in summer.

  1. 1

    Ask for the recorder copy

County recorders publish their own ordering pages. Where Iowa allows an authorized third party to order, we can help obtain the certified copy, and our free review confirms it. State-office mailed requests must be notarized, which is awkward overseas.

  2. 2

Add a photocopy of the document

The request form wants a copy with the original. Include the fee, the destination country and a return label for a U.S. address.

  3. 3

    Count the unknown

Mail time is not published, so plan a week or more at the state plus DHL, FedEx or UPS time each way. Someone in Des Moines can use the same-day counter and shorten the middle step.

  4. 4

Read the certificate before you leave it

Check that it names the right document and that the certificate notice is acceptable to the receiving office.

Where it goes wrong in Iowa

Six reasons Iowa documents stall

Signer

A state-office copy the office may not certify

If the registrar’s signature is not one the Secretary of State certifies, the file stops. Prefer the county recorder.

Divorce

Ordering a decree before asking

District court clerks are appointed. Check acceptance, and ask whether another step exists.

Split birth sheet

Separating the certificate from its cover

Iowa issues birth certificates as two pieces. Keep them together.

Notarized order

An unnotarized mailed request to HHS

Mailed requests to the state office must be notarized. Sending one without delays the copy.

Fee

Using the old copy fee

HHS rose to $20 on 1 July 2026. Some county pages still say $15 so check which office you pay.

Certificate wording

The single certificate notice

The certificate may say it is not an apostille. Ask whether the receiving authority accepts it.

Using it abroad

Portugal and Mexico, where Iowa documents often end up

Portugal is a Hague party, and its immigration agency AIMA asks for a certified Portuguese translation of foreign documents unless they are in English, French or Spanish. A guidance page we found for the descent route of Portuguese nationality says the birth certificate should be under six months old. Portuguese nationality law changed in May 2026, so check which version of the rules applies to your application date. See the HCCH status table.

Mexico is also a Hague party, but the pages we checked do not state what a residence file needs, so ask your consulate. Iowa’s single certificate may matter here. Our translations are ATA certified and notarized. We are not a sworn translator and we do not arrange sworn translations. If the destination insists on one, a sworn translator there takes the apostilled set from us.

Iowa questions

What people ask before sending an Iowa record to Des Moines

How do I get an Iowa record apostilled from abroad?

Order the certified copy from the county recorder where possible, then send it to the Secretary of State in Des Moines with the request form, a copy of the document, the fee, the destination country and a U.S. return address. The office publishes no mail processing time. We can handle the U.S. steps after a free review.

Who apostilles an Iowa marriage certificate?

The Iowa Secretary of State, Business Services, in Des Moines. By published guidance it certifies Iowa notaries and elected officials, and county recorders are elected. A copy from the state HHS office carries the state registrar signature, and whether that is accepted is unconfirmed, so ask for the recorder copy.

How much does an Iowa apostille cost?

The request form we found lists $5 per document, though the web page states no fee, so confirm before paying. Certified copies cost extra. Iowa HHS raised its state-office copy fee to $20 on 1 July 2026, and some county pages still show $15. Divorce decree copy fees come from the clerk.

Can Iowa apostille a divorce decree?

It is uncertain. A district court clerk is an appointed court officer, not an elected official, and the office has not stated that it certifies that signature. Iowa HHS holds only a dissolution report, not the decree. Ask the Secretary of State before you order, then confirm the clerk copy fee.

Does Iowa issue an e-apostille?

No electronic option was found. The apostille attaches to the original, and you can use mail or the Des Moines walk-in counter. Since 2025 Iowa has used a single certificate for every country, and its notice says it may not be an apostille in the usual sense. Ask whether your destination accepts it.

Is there an expedited service for Iowa apostilles?

The office offers none. Walk-ins are same day, Monday to Friday, 8:00 to 3:30, and mail time is not published. Our Rush level cannot shorten the state step. The faster routes are a recorder copy in hand and someone local who can use the Des Moines counter.

Can someone else order my Iowa certificate?

Mailed requests to the state office must be notarized, and each county sets its own rules. We help obtain a certified copy only where Iowa allows an authorized third party, and we check that in the free review. Never assume that a lawyer abroad or a friend will be accepted.

Do I need a translation for Portugal or Mexico?

Portugal does not require a translation for documents in English, French or Spanish, per its immigration agency. For Mexico we found no stated rule, so ask your consulate. We provide ATA certified translations that get notarized, but we do not arrange sworn translations, so hire a sworn translator there if demanded.
