Michigan Vital Records Apostille From Abroad: Who Signs, What It Costs, How Long It Takes

A Michigan vital records apostille comes from one office, the Office of the Great Seal at the Michigan Department of State in Lansing, and the state fee is $1 per document. The Great Seal signs only certified copies that carry a Michigan signature it recognizes: a county clerk, the State Registrar or, in a short list of counties, a city clerk. You order that copy first, mail it to Lansing with a check and a return envelope, and wait. Michigan’s own pages disagree on how long the wait is, so plan for weeks.

One signature test decides everything

The Great Seal authenticates the signature of a Michigan official, and nothing else. Your first job is a certified copy with the right official’s name on it. The rest is postage and patience.

A typical case: a family leaving the Detroit suburbs for Germany holds a marriage certificate printed by a city clerk on heavy paper with a gold seal. If that clerk is not on the Great Seal’s list, Lansing will not apostille it. A county clerk copy of the same marriage would pass. Which office printed the copy decides the outcome.

Quick facts

The short version for Michigan

The four records side by side

Apostille birth certificate Michigan, marriage, death and divorce: who issues what

Anyone who searches for an apostille birth certificate Michigan finds the birth rules first. The other records take different paths. Fees come from the Michigan Department of Health and Human Services (MDHHS), whose pages blocked automated reading, so we used official excerpts. Confirm any fee with the office.

RecordWho issues the certified copyWhat the copy must showCopy feeExtra step before Lansing?
BirthCounty clerk of the birth county, or MDHHS Vital Records.Certified copy signed by the State Registrar, a county clerk or a listed city clerk. Never an original.MDHHS charges $34. County fees vary.None. The certified copy goes straight to Lansing.
MarriageCounty clerk where the license was issued, or MDHHS (records back to 1867).Certified copy with the clerk’s or State Registrar’s signature. Records are open to anyone, except a confidential marriage by a probate judge.MDHHS: $34 base search for one year, $12 each added year and $16 each added copy. County clerk fees vary.None. MDHHS also offers a combined apostilled copy.
DeathMDHHS (1867 to present) or the county clerk where the death occurred.Certified copy signed by the State Registrar or the county clerk.MDHHS: $34 base plus $16 for each additional copy. VitalChek adds $12.50 and rush adds $12. County fee: confirm with the office.None. The combined MDHHS route applies here too.
DivorceClerk of the circuit court in the county that entered the judgment.Certified copy signed by the county clerk. MDHHS holds index data only, not the judgment.MDHHS divorce record: $34 plain or $42 apostilled. Court fee: confirm with the office.Maybe. The Great Seal’s pages conflict on court clerks, so confirm first.

Divorce is the odd one. MDHHS holds a record, but the judgment sits with the circuit court clerk. For a Michigan divorce decree apostille, order the clerk’s certified copy unless the receiving authority says the MDHHS record is enough.

The state apostille office

The Office of the Great Seal, in plain terms

The Michigan Department of State apostille page sends every request to the Office of the Great Seal. It authenticates Michigan notaries, county clerks, designated deputy county clerks, the State Registrar, and city clerks or registrars in Wayne, Oakland and Macomb counties. One answer on the Great Seal FAQ page names only Wayne County, so the city clerk question is not settled. A county clerk or State Registrar copy avoids it.

The office takes certified copies only. It refuses originals, documents from other states and faxes. The fee is $1 per document by check or money order to the State of Michigan. The authentication request form asks for a self-addressed return envelope and the destination country.

Mail goes to 7064 Crowner Drive, Lansing, MI 48918. The office spells its street both Crowner Drive and Crowner Blvd, so copy the address from the current form. Counter visits are by appointment at the Richard H. Austin Building, 430 W. Allegan Street, Lansing. We found no online request and no e-apostille. The state offers no expedite.

How long? The current request form says to allow 4 to 6 weeks. An older page says 1 to 2 weeks. We cannot tell you which is current, so plan for the longer figure and confirm with the Great Seal.

The route

From a Michigan clerk’s desk to a consulate abroad

1 Issuing office County clerk or MDHHS Vital Records 2 Great Seal Office of the Great Seal, Lansing 3 Courier DHL, FedEx or UPS tracked, both ways 4 Destination Consulate, agency or court abroad Michigan vital record route The $1 state fee is paid at step 2. Step 4 may need a translation.
Two ways to reach Lansing

Order the copy yourself, or ask MDHHS to forward it

The standard route. Order the certified copy from the county clerk or MDHHS, then mail it to the Great Seal with the form, a $1 check per document and a return envelope.

The combined route. MDHHS offers an apostilled copy application for marriage, divorce, death and no-record statements. MDHHS certifies the record and forwards it to the Great Seal. The MDHHS authentication form lists a base fee of $42 and then $26 for each additional copy. Rush adds $25. It says to allow about 4 to 6 weeks at MDHHS and 1 to 2 weeks at the Great Seal, so up to eight weeks before shipping. We could not confirm that this route covers birth records.

The combined route saves one shipment, which matters from abroad, but it adds MDHHS processing. We compare both during the free review.

Step by step

How do I get a Michigan record apostilled from abroad?

Here is how to apostille a Michigan birth certificate, or any of the four records, when you are not in the state.

Michigan county clerk certified marriage certificate with raised seal on a desk next to a prepaid courier envelope
A county clerk copy carries a raised seal and a signature the Great Seal can recognize.
  1. 1

Pick the record and the issuer

Marriage records are open to anyone, except confidential ones. For birth and death records, ask MDHHS or the county clerk who may order.

  2. 2

    Order the certified copy

Use the county clerk or the MDHHS online order page. Ship to a United States address, because the copy must make a second trip to Lansing.

  3. 3

    Check the signer

Look for the State Registrar, a county clerk or a listed city clerk. A photocopy or a souvenir copy will not pass.

  4. 4

Mail it to the Great Seal

Include the request form, the $1 check or money order per document, a return envelope and the country name.

  5. 5

    Ship the apostilled set abroad

DHL, FedEx and UPS usually take a few business days to Europe and longer to remote places..

  6. 6

    Mind the time zones

Lansing keeps Eastern time. Central Europe is usually six hours ahead.

Order the copy first, or send ours? Order first only if you can receive mail in the United States. Otherwise tell us. We can help obtain the certified copy where Michigan allows an authorized third party, and we confirm what is possible during the free review. Then we handle Lansing and ship the finished set abroad.

Where it goes wrong in Michigan

Six reasons Lansing sends a file back or stalls it

Wrong signer

A city clerk outside the list

The list names Wayne, Oakland and Macomb counties, and one FAQ says Wayne only. A copy from a city clerk anywhere else cannot be authenticated.

Wrong paper

An original or a photocopy

The Great Seal takes certified copies only. An original, a scan or a notarized photocopy is refused.

Wrong state

A document from somewhere else

The office refuses documents from other states. A record issued in Ohio or Indiana goes to that state.

Payment

A check made out to the wrong payee

The $1 fee goes to the State of Michigan by check or money order. A missing or wrong payment delays the file.

Missing items

No return envelope or no country

The form asks for a self-addressed envelope and the destination country. An incomplete packet can sit for weeks.

Court records

A divorce judgment from the wrong clerk

The Great Seal’s pages conflict on court and probate clerks. A county clerk’s certified copy is the documented route. Confirm first.

Using it abroad

Italy and Germany: what the receiving side wants

Italy. Italy is a contracting party to the Hague Apostille Convention, per the HCCH status table. The Chicago consulate’s citizenship checklist, dated August 2026, asks for US birth, marriage and death records of the Italian line in long form and certified copy, with a state apostille. It wants a typed Italian translation and says the apostille needs none. It does not say whether the translator must be sworn. Every consulate has its own list, so check the one that serves your address.

Germany. Germany is also a Hague party. The Germany.info visa FAQ says a US marriage certificate used for a residence permit needs an apostille, and family members need the marriage certificate and the children’s birth certificates. German missions do not issue apostilles. The state of issue does, which for Michigan means Lansing. Document age limits are not stated on the pages we read.

On translations, we can provide ATA certified translations that get notarized. We are not a sworn translator and we do not arrange sworn translations. If a country demands one, you hire a sworn translator there and we ship the apostilled set to that person. For countries outside the Hague system, read apostille versus legalization and our guide to certified translation and apostille.

Michigan questions

Frequently asked questions

How long does a Michigan vital records apostille take?

Michigan’s pages disagree. The current Great Seal request form says to allow 4 to 6 weeks, and an older page says 1 to 2 weeks. The state offers no expedite. Add time for the certified copy and shipping, and confirm the figure with the Great Seal.

How much does the state charge for a Michigan apostille?

The Michigan Department of State charges $1 per document, paid by check or money order to the State of Michigan. The certified copy has its own fee, and MDHHS lists $34 for a birth record. A combined MDHHS apostilled copy starts at $42.

Which Michigan officials can the Great Seal authenticate?

Michigan notaries, county clerks, designated deputy county clerks and the State Registrar are on the list, plus city clerks or registrars in certain counties. The pages disagree on which counties. A county clerk or State Registrar signature is the safest choice.

How do I get a Michigan record apostilled from abroad?

Order a certified copy to a United States address, mail it to the Great Seal in Lansing with the form, a $1 check and a return envelope, then ship the result abroad. We can handle the Lansing step and the shipping after a free review.

Does Michigan apostille a marriage certificate from the city clerk?

Only if the city clerk is on the Great Seal’s list, which names Wayne, Oakland and Macomb counties in most answers. Otherwise order the certified copy from the county clerk or MDHHS. Ask the office if you are unsure.

Will the Great Seal apostille an original document?

No. The Office of the Great Seal authenticates certified copies of vital records only. It refuses originals, faxes and documents from other states. If you hold an original, order a fresh certified copy before you send anything to Lansing.

Is there an online or e-apostille option in Michigan?

We found no online apostille request. Michigan takes requests by mail, and in person by appointment in Lansing. MDHHS has online ordering for the record itself, but that is not an e-apostille. Confirm with the Great Seal first.

How do I get a Michigan divorce decree apostilled?

Order a certified copy from the circuit court clerk of the county that entered the judgment. MDHHS holds only index data. The Great Seal’s pages conflict on court clerks, so confirm the route and ask the receiving authority what it needs.
