Missouri Vital Records Apostille: $10 Fee, Fast Counter, Four Different Issuers

A Missouri vital records apostille is issued by the Secretary of State in Jefferson City for $10 per document, and the state’s own handbook gives a fast turnaround: same day at the counter, same or next day by mail. The slow part is the record. Birth and death copies come from the state health department, marriage copies from the county recorder of deeds, and divorce decrees from the circuit clerk.

The marriage paper puzzle

In Missouri, the state sells you a statement, not a certificate

A typical case: a couple in Madrid asks the state for their marriage certificate and receives a “statement relating to marriage” instead. The Bureau of Vital Records, part of the Department of Health and Senior Services (DHSS), does not issue marriage certificates. It issues that statement for $15. The county recorder of deeds where the license was issued is the office that holds the certificate itself.

The Secretary of State accepts either one, according to its published guidance. The foreign office may not. So the first question is not how to get an apostille. It is which paper the receiving agency expects. Ask it, then order from the matching issuer.

The Department of Health and the Secretary of State pages were partly unreadable by automated tools, so some rules below come from excerpts of official pages. Treat them as the state’s wording and confirm with the office.

Anyone hunting for an apostille marriage certificate Missouri will find two paths. Pick the recorder’s certificate when the foreign office says “certificate” and the Bureau’s statement only if it accepts one. For a Missouri divorce decree apostille, the circuit clerk is the only source of the decree.

The state apostille office

Jefferson City, with three branch counters

The Secretary of State’s cover letter gives the address: Commissions, Secretary of State’s Office, 600 West Main, Room 322, Jefferson City, MO 65101. The fee is $10 per apostille or authentication, payable by check or money order to the Secretary of State’s Office. The same letter says credit card payment through the website is accepted for mailed requests. Phone 573-751-2783 or toll-free 866-223-6535.

The state’s apostille handbook and its certification page describe walk-in service the same day and mail service the same or next day. Branch counters in Kansas City, St. Louis and Springfield keep hours of 9 to 4 on weekdays, according to an excerpt we could not open in full. We found no e-apostille. Original documents still have to arrive on paper.

That speed makes Missouri the quick step in your chain. The record order is where weeks disappear.

The DHSS shortcut

Ask the Bureau to send the record to the Secretary of State

For birth and death records, DHSS offers a route that skips one mailing. On the DHSS ordering page, order through VitalChek and pick the reason “Apostille/Authentication”. The Bureau then sends the record to the Secretary of State. Mail orders to Jefferson City can be routed the same way by calling 573-751-6387. We read this in an excerpt, so call before you rely on it.

What you still do: pay the $10 apostille fee, and arrange the return shipment abroad. What you skip: receiving the copy yourself and re-mailing it. For someone overseas, that saves a full transatlantic loop, which is the point of the shortcut.

From abroad

How do I get a Missouri record apostilled from abroad?

Missouri death certificate long form in a folder with a courier label and notarized application on a desk
The long form death certificate and a notarized application are the usual pair.
  1. 1

Ask the receiving office for the paper it wants

Certificate or statement, long form or short form. Write down the answer.

  2. 2

    Prepare the application

The DHSS mail application for birth and death records must be notarized. If you are abroad, ask your nearest notary or consulate, or use the online order instead.

  3. 3

    Choose the apostille reason

On VitalChek, select Apostille/Authentication so the Bureau forwards the record. For a recorder or circuit clerk copy, ship it yourself to Jefferson City.

  4. 4

Pay each office its own way

The apostille fee is a check or money order, or a card through the website for mailed requests. Copy fees are set by each issuer.

  5. 5

    Ship the set abroad

Prepaid DHL, FedEx or UPS labels give you tracking. Delivery to Europe usually takes a few business days.

  6. 6

    Use the time difference

Jefferson City is on Central time. Berlin and Madrid are seven hours ahead for most of the year.

Do we order it, or do you? If you can, order a fresh long form yourself. Where Missouri lets an authorized third party request a record, we can help get the certified copy as part of the order, and the free review tells you whether yours qualifies.

Where it goes wrong in Missouri

Six reasons a Missouri file stalls

  • A short form. Local public health agencies issue short forms only. The Secretary of State names Bureau copies, so order the long form from the Bureau.
  • A notary copy. Missouri notaries cannot certify a marriage license or a divorce decree. Do not pay for a notarized photocopy.
  • An unnotarized mail application. The Bureau needs the application notarized. Without it, the order is returned.
  • The wrong marriage paper. The Bureau’s statement is not a certificate. Check what the foreign office wants before you order.
  • No tangible interest. Death records go only to people with a direct and tangible interest. A distant relative may be refused.
  • The wrong fee payee. The apostille fee goes to the Secretary of State’s Office, not DHSS or the recorder.
Using it abroad

Germany and Spain: what the checklists ask

Germany. Germany is a Hague Apostille Convention party, per the HCCH status table. The Germany.info visa FAQ says a US marriage certificate used in a residence permit application needs an apostille. Family members applying with you need the marriage certificate and the children’s birth certificates. The German missions say they cannot issue apostilles. The authority in the country of issue does that, which for a Missouri record means Jefferson City. Separate checklists exist for Blue Card, study, PhD and family reunion, so get the one that fits you.

Spain. Spain is a contracting party as well. The consulate in Boston’s student visa page asks for a minor’s birth certificate or guardianship papers issued no more than 90 days before the application, and the documents must be in Spanish. It says the translation and the apostille do not need to be processed together. Rules differ by visa type, so use the page for yours.

When a country wants a sworn translation, a sworn translator there must do it. We offer ATA certified translations that get notarized, and we do not arrange sworn translations ourselves. We ship the apostilled pages to your translator.

Missouri questions

Frequently asked questions

How much does a Missouri vital records apostille cost?

The Missouri Secretary of State charges $10 per apostille. The record has its own fee, set by the issuer. DHSS lists $15 for a birth record and a marriage statement, and $14 for a first death certificate with $11 for each additional copy.

How fast is the Missouri Secretary of State?

The state handbook describes same-day service at the counter and same or next day by mail. That is the state’s published figure, not ours. The slow part is usually getting the record from DHSS, a recorder or a circuit clerk, so plan for that step first.

How do I get a Missouri record apostilled from abroad?

Order the long form from DHSS through VitalChek and choose the apostille reason so it is routed to Jefferson City, or ship a recorder or circuit clerk copy yourself. Then arrange the return courier. We can manage the steps after a free review.

Which Missouri office issues a marriage certificate?

The recorder of deeds in the county where the license was issued. The state Bureau of Vital Records issues only a statement relating to marriage for $15. The Secretary of State accepts either, but the foreign office may want the certificate.

Why must I order the long form?

The Secretary of State names copies from the Bureau of Vital Records, and local public health agencies issue short forms only. A long form carries the full record that foreign offices usually expect. Ask the receiving authority if you are unsure which version it wants.

Who can get a Missouri death certificate?

The Bureau of Vital Records issues copies only to people with a direct and tangible interest, and the mail application must be notarized. If you are abroad, ask about the online route or an authorized third party before you send paperwork.

Where do I get a Missouri divorce decree?

From the circuit clerk of the county where the divorce is recorded. DHSS offers only a statement with the names, date and county. The Secretary of State asks for a certified copy from the circuit clerk, and a notary cannot certify a decree.

Does Missouri offer an e-apostille?

We found none. Missouri accepts payment by card through its website for mailed requests, but originals still travel on paper. The state lists counters in Jefferson City, Kansas City, St. Louis and Springfield. Confirm with the office if your case needs an electronic record.
