North Carolina Vital Records Apostille for Use Abroad

A North Carolina vital record gets its apostille from one office, the Secretary of State’s Authentication Office in Raleigh, for $10 per document. The state publishes no processing time and it refuses photocopies. Birth and death certificates come from NC Vital Records, marriage licenses from the county Register of Deeds, and divorce decrees from the Clerk of Superior Court. We prepare the packet from Tewksbury, near Boston, and ship the finished set to you overseas.

The short version

One office in Raleigh, three kinds of issuer

Picture a retired couple who moved from the Triangle to a small town near Valencia. The Spanish residency office wants their marriage certificate apostilled, and the license came from a county Register of Deeds years ago. In North Carolina that chain is short.

The Secretary of State’s authentication manual, dated February 2024, lists the Register of Deeds, the Clerk of Superior Court and NC Vital Records among the offices whose signed originals need no notary first. Confirm it by phone at 919-814-5400 before you ship.

What the state refuses is just as plain. It wants originals, not photocopies. It cannot authenticate a signature dated before 1 April 2000. And it does not take applications online.

The apostille office

Inside the Authentication Office in Raleigh

The North Carolina Secretary of State’s Authentication Office issues every apostille for the state. Mail goes to P.O. Box 29622, Raleigh, NC 27626-0622. The street address is 2 South Salisbury Street, Raleigh, NC 27601-2903. The office keeps weekday hours from 8:00 to 5:00. Its apostille certificate page sets the fee at $10 per document, paid by check or money order payable to North Carolina Secretary of State.

Two details matter if you live overseas. First, the office says authentications cannot be done online, so a packet has to arrive by mail or by hand. Second, it publishes no turnaround time. Hand delivery is faster than the post, which is why a courier or a local drop-off earns its cost when a visa date is close.

An older passage in the authentication manual describes a same-day appointment drop-off, with documents in by 10 a.m. and pickup between 4 and 5. It sits in a funeral-home section written in the COVID period, so ask whether it still applies. Enclose a prepaid return envelope or a courier label either way.

The copy you need depends on who is asking abroad. Each row names the issuer, what the state wants to see and the fees we could confirm. Anything we could not confirm says so, and the fee page is on the Vital Records site.

A letter of no marriage from Vital Records can also be apostilled, which helps if you plan to marry abroad. A copy that is not on the no-notary list needs a notarized true-copy affidavit, as the manual describes it. A fresh original is cleaner than that fallback.

The route

The path a North Carolina record travels

1. Issuer NC Vital Records or Register of Deeds 2. Your packet Original, $10 check prepaid label 3. Raleigh Secretary of State Authentication Office 4. Courier DHL, FedEx or UPS to your door 5. Destination Consulate, ministry or immigration
The apostille is attached in Raleigh, so the record has to reach Raleigh before it goes abroad.
From abroad

Getting it done from overseas, in order

  1. 1

Ask the receiving authority what it wants

Birth, marriage, death or divorce? A certificate or a decree? Long form or short? Get the answer in writing from the consulate, ministry or immigration office before you order anything. It saves a second order.

  2. 2

    Order the certified copy first

NC Vital Records takes orders by mail to 1903 Mail Service Center, Raleigh, NC 27699-1900, online through VitalChek, and in person by appointment only at 225 N. McDowell Street. From overseas that means mail or online, delivered to a US address that can receive the original. We did not confirm who may request a record, so check the eligibility rules before ordering for someone else. Where the state allows an authorized third party, we can help obtain the copy, and we confirm that during the free review.

  3. 3

Check the original before it travels

Look for the official’s signature and the date. A copy certified before 1 April 2000 cannot be authenticated in Raleigh, so an old one means reordering.

  4. 4

    Send the packet to Raleigh

Include the original, a short cover note with your phone number, the $10 check or money order for each document and a prepaid return label. Mail is slower than hand delivery, so a courier wins when time is short.

  5. 5

    Plan the courier leg

Express couriers usually need several business days to reach Europe once customs clears, and longer for remote addresses.

  6. 6

    Mind the clock

Raleigh is on Eastern time. Spain is typically six hours ahead, so the office’s 8:00 to 5:00 day falls between 2:00 and 11:00 in the afternoon and evening in Madrid. Email first and call in your afternoon.

A realistic window adds the issuer’s own processing time, Raleigh’s turn and courier days at both ends. The state publishes no figure, so we quote a date only after the free review.
Where it goes wrong

Six reasons North Carolina sends records back

Old signature

Certified before 1 April 2000

The manual says signatures older than that date cannot be authenticated. A copy that old is dead weight. Order a new certified original.

Photocopy

A scan or a plain copy

The Authentication Office wants originals. A copy needs a notarized true-copy affidavit, and that is an avoidable detour.

Wrong office

Vital Records does not apostille

NC Vital Records says it does not issue or facilitate apostilles. Sending the request there costs days.

Payment

The wrong payee

Use a check or money order payable to North Carolina Secretary of State. A personal note or a foreign check invites a return.

Wrong version

Short form, or certificate instead of decree

Foreign offices are picky about the death form and the divorce paper. Ask them first, because the state will not tell you which one they prefer.

No return plan

Mail with no label

With no published turnaround, a packet without a prepaid courier label can sit. Include the label and keep the tracking number.

Using it abroad

A North Carolina record in Spain or Germany

Spain

Spain is a party to the Hague Apostille Convention, so the Raleigh apostille is the only authentication step. The Consulate General of Spain in Boston asks that family documents, such as marriage and children’s birth certificates, be apostilled for the non-lucrative visa. It wants the mandatory items in Spanish, and civil documents issued within the last 12 months. Those are the consulate’s rules, not North Carolina’s, and the consulate that serves your home state may differ.

Germany

Germany is a party too. The Germany.info FAQ says a US marriage certificate used in a residence permit application needs an apostille, and family permits also ask for the children’s birth certificates. We found no translation or age rules there, so ask the German mission or the local immigration office before you order. See the HCCH status table for any other country.

If either country wants a translation, we can provide ATA certified translations that get notarized. We are not a sworn translator and we do not arrange sworn translations. If the destination insists on one, hire a sworn translator there and we ship the apostilled set to that person.

What we do

What we do for you, and what it costs

We review the record and check the signature date. Where North Carolina allows an authorized third party, we order the certified copy. We assemble the packet for Raleigh and courier the finished set to you.

For a North Carolina record we confirm the state’s fee and speed during the free document review, then send one flat-rate quote before you pay. Our published prices cover Massachusetts documents, at $149.95 for Economy, $199.95 for Express and $385.95 for Rush. Rush is the fastest. For other states the speed depends on volume at the state office, and transit is extra.

We are a private document preparation and courier service in Tewksbury, Massachusetts, near Boston, working since 2007. We are not affiliated with any state office, school or consulate. Hablamos Español, and the office answers Monday to Friday, 10am to 5pm Eastern, at (978) 424-4629.

North Carolina questions

Frequently asked questions

How do I get a North Carolina record apostilled from abroad?

Order an original certified copy from the issuer and have it delivered to a US address. Send it to the Authentication Office in Raleigh with $10 per document and a prepaid return label. Raleigh takes mail or hand delivery only, so most people overseas use a representative. We do that from Tewksbury after a free review, then courier the apostilled set to you.

Does a Register of Deeds copy need a notary before Raleigh?

The Secretary of State’s February 2024 authentication manual lists the Register of Deeds, the Clerk of Superior Court and NC Vital Records among the offices whose signed originals need no notary. We found no second official page, so confirm by phone at 919-814-5400 before you ship. A photocopy would need a notarized true-copy affidavit instead.

What does a North Carolina apostille cost in total?

The state fee is $10 per document. Add the certified copy, which at NC Vital Records is $24 for the first copy and $15 for each additional one, plus $13.95 if you order through VitalChek. Courier fees come on top. We quote our own flat rate for North Carolina work after the free review.

How long does the Authentication Office take?

The office publishes no processing time. Hand delivery is faster than mail, and the manual describes a same-day appointment option in a dated section, so ask whether it applies today. We do not promise a date for North Carolina work until we have confirmed current speed with the office.

Why was my older North Carolina certificate refused?

The manual says the Authentication Office cannot authenticate a signature dated before 1 April 2000. A copy certified before that date fails for that reason. The fix is to reorder a new certified copy from the issuer and send that one, not the old one.

Which divorce document should I order, the certificate or the decree?

Ask the receiving authority first. NC Vital Records issues a divorce certificate for 1958 to the present for $24. The Clerk of Superior Court issues the decree. Many foreign offices want the decree. Whether a Vital Records certificate alone is enough is something to confirm with the office.

Should I order the certified copy first or send you the record?

Order or collect the certified copy first, then send it to us, unless you want us to order it. Where North Carolina lets an authorized third party request the record, we can help, and we confirm that during the free review. Do not mail an irreplaceable original abroad before it is apostilled.
