Oklahoma Vital Records Apostille for Use Abroad
An Oklahoma vital record is apostilled by the Secretary of State in Oklahoma City for $25 per document. Marriage licenses, divorce decrees and court certified documents must be dated within the past year, so an old copy has to be reissued first. The state publishes no processing time. The one-year clock that catches Oklahoma marriages
Say a Tulsa engineer is moving to Mérida and needs her marriage record apostilled. The license is from 2014, and a copy printed that year sits in her files. Oklahoma will not apostille it. The Secretary of State’s apostille page says any marriage license, divorce decree and court certified document must be dated within the past year.
That single rule shapes the whole job. The fix is a fresh certified copy, and the page adds that a court document can be reissued by the County Court Clerk that issued it. Plan the order of work around the date on the paper, not around the shipping.
The rest is straightforward. One office in Oklahoma City applies the apostille for $25 per document. Birth and death copies come from the State Department of Health. Marriage and divorce copies come from the county. Where the state’s pages are silent below, this guide says to confirm with the office.
Which Oklahoma office holds each of the four records
Oklahoma has two kinds of issuer, the state health department and the county court clerk. The table shows what each hands you and which date rules bite. Where the state’s pages did not say, the cell says confirm with the office.
| Record | Where the certified copy comes from | Date and form rules | Copy fee | Open question |
|---|---|---|---|---|
| Birth | Oklahoma State Department of Health, Vital Records Service. | A certified copy. The one-year rule is stated for marriage, divorce and court documents, not birth. | $15 by mail. | None found. |
| Marriage | The County Court Clerk in the county where the marriage was filed. | The license must be dated within the past year. The clerk can reissue it. | Set by each county court clerk. Confirm with the clerk. | None beyond the fee. |
| Death | Oklahoma State Department of Health, Vital Records Service. | The apostille page does not mention death certificates. Confirm with the office whether the one-year rule applies. | $20 for the first copy and $15 for each additional copy. | Whose signature the Secretary of State must have on file: confirm with the office. |
| Divorce | The court clerk in the county where the divorce was filed. | The decree must be dated within the past year. The issuing clerk can reissue it. | Confirm with the clerk. | Whether a judge or clerk exemplification is needed: confirm with the office. |
Six things that get an Oklahoma packet returned
A decree or license older than a year
The Secretary of State requires the date to fall within the past year. Ask the clerk to reissue the document.
The wrong payment by mail
Personal checks are refused. Mail payments go by certified cashier’s check, money order or business check payable to Oklahoma Secretary of State.
Missing destination or contact
A mailed request needs a cover letter naming the country, a phone or email, and a return address.
Ordering from the health department by mail
Mail orders to the State Department of Health take about 6 weeks. Online or phone orders with will-call pickup are quicker if someone local can collect.
Treating a death certificate like a decree
The page is silent on death certificates. Do not assume the one-year rule is waived. Ask.
Paying by card at the counter
A credit card at the counter adds a 4 percent convenience fee and needs ID. Cash, a cashier’s check or a money order avoids it.
Inside the Certification Department
The Oklahoma Secretary of State’s Certification Department is at 421 NW 13th St, Suite 210, Oklahoma City, OK 73103, and the telephone is 405-521-4211. The apostille page lists a fee of $25 per notarial act or certified document. The counter opens Monday to Friday from 8:00 to 4:30.
In person, the office takes cash, a cashier’s check, a money order, a business check or a credit card with a 4 percent convenience fee and ID. By mail, it takes a certified cashier’s check, a money order or a business check payable to Oklahoma Secretary of State, never a personal check. The mailed request needs a cover letter with the destination country, a phone number or email address and a return address.
The page states no processing time and describes no online service. Treat any date you hear from third parties as an estimate, and ask the office for its current pace.
An Oklahoma file in seven moves
- 1
Look at the date on every paper
If a marriage license or decree is more than a year old, start over with a fresh certified copy. A birth certificate has no such rule on the page, but check the receiving authority.
- 2
Ask your destination what it wants
Get the form and the record type in writing. Spain, for one, applies its own document-age window on top of Oklahoma’s.
- 3
Order the copy
The State Department of Health’s lobbies are closed to walk-ins. Order online through VitalChek or by phone, with will-call pickup in Oklahoma City, Tulsa or McAlester, or ship to a US address. Mail orders take about 6 weeks. A birth copy is $15 by mail and a death copy is $20. County clerks issue marriage and divorce copies. We did not confirm who may request a record, so ask before ordering for someone else. Where an authorized third party may order, we can help, and the free review settles it.
- 4
Write the cover letter
Name the country where the document will be used, add a phone number or email address and a return address.
- 5
Pay the right way
Use a certified cashier’s check, a money order or a business check for the $25 per document. A personal check is refused.
- 6
Send and track
Choose a courier with tracking, and enclose a prepaid label for the return to your address abroad.
- 7
Mind the clock
Oklahoma City keeps Central time. Madrid is typically seven hours ahead. Mexico City matches Oklahoma in winter and runs an hour behind in summer.
How an Oklahoma record gets from the clerk to a consulate
An Oklahoma record in Mexico or Spain
Mexico
Mexico is a contracting party to the Hague Apostille Convention, in force there since 1995, so an Oklahoma apostille is the usual authentication. Mexican consular pages blocked our research, so we cannot tell you which records a residence or nationality file wants, or whether a translation is needed. Ask the consulate that serves you. The HCCH status table confirms the treaty position.
Spain
Spain is a party too. The Consulate General of Spain in Boston asks for family documents to be apostilled and civil or marriage documents to be issued in the last 12 months, and it wants them in Spanish. For a student visa it asks that a minor’s birth certificate be no more than 90 days old. Those windows are Spain’s, not Oklahoma’s. Oklahoma’s own one-year rule makes an older marriage license a problem on both ends.
On translations: we offer ATA certified translations that get notarized. We are not a sworn translator and do not arrange sworn translations. When a Spanish or Mexican office insists on a sworn one, a sworn translator there does that work, and we send the apostilled set to them.
How we handle an Oklahoma file, and the price
Our free review starts with dates, because Oklahoma cares about them. We check whether the paper is inside the one-year window, tell you which clerk or health department to use and, where Oklahoma allows an authorized third party, place the order. We then write the cover letter, pay the state fee the right way, deliver the packet and courier the apostilled set abroad.
The $25 is the state’s fee. We confirm it and the current pace of the office during the review and send one flat-rate quote before you commit. Economy, Express and Rush cost $149.95, $199.95 and $385.95 for Massachusetts documents. Rush is the fastest, and for other states it follows the volume at the state office. Transit is extra.
Boston Apostille Service is a private document preparation and courier service based in Tewksbury, Massachusetts, near Boston. We are not affiliated with any state office, school or consulate. Hablamos Español. The office answers Monday to Friday, 10am to 5pm Eastern, at (978) 424-4629.

Frequently asked questions
How do I get an Oklahoma record apostilled from abroad?
Check the date first, then order a fresh certified copy from the State Department of Health or the county court clerk and have it sent to a US address. Mail it to the Certification Department in Oklahoma City with a cover letter, the $25 fee per document and a prepaid return label. We can handle that for you after a free review.
What is Oklahoma’s one-year rule?
The Secretary of State’s apostille page says any marriage license, divorce decree and court certified document must be dated within the past year. A court document can be reissued by the County Court Clerk that issued it. We would confirm with the office how it counts the date before you rely on it.
What does an Oklahoma apostille cost?
The state fee is $25 per notarial act or certified document. A certified birth copy is $15 by mail and a death copy is $20 for the first and $15 for each additional. County clerks set their own marriage and divorce fees. Courier costs come on top, and our own flat rate follows the free review.
Will Oklahoma take a personal check?
No. The Secretary of State refuses personal checks on mailed apostilles. Use a certified cashier’s check, a money order or a business check payable to Oklahoma Secretary of State. In person, cash and credit cards also work, though a card adds a 4 percent convenience fee and needs ID.
How long does the Oklahoma apostille take?
The Secretary of State’s page does not state a processing time. The health department’s mail orders take about 6 weeks, so order online or by phone and use will-call pickup where someone can collect. We ask the office about current pace during the free review before we quote any date.
Does the one-year rule apply to death certificates?
The apostille page does not mention death certificates, so we cannot say. Whether the rule applies to a state-issued death certificate, and whose signature the office must have on file, are two points to confirm with the office. A fresh certified copy avoids the question.
Does Oklahoma accept walk-ins for apostilles?
The Certification Department takes in-person requests Monday to Friday from 8:00 to 4:30. The State Department of Health is different, since its lobbies are closed to walk-ins and orders go online or by phone with will-call pickup in Oklahoma City, Tulsa or McAlester.
