Oregon Vital Records Apostille: Salem, Portland and Abroad

An Oregon vital record is apostilled by the Corporation Division of the Secretary of State in Salem for $10 per document, and each document needs its own. The record itself comes from the Center for Health Statistics in Portland or a county clerk. Photocopies are refused, and births before 2008 need the full image copy. Our Tewksbury office, near Boston, prepares the file and couriers the result abroad.

The short version

Oregon wants the full copy, and wants it from Salem

A remote worker born in Eugene in 1991 is relocating to Lisbon. She orders her birth certificate online, receives the quick version and mails it to Salem. It comes back. Oregon requires the full image copy for births before 2008, and that one detail costs weeks.

Oregon is simple once you know the pattern. The Corporation Division of the Secretary of State applies every apostille for $10 per document. The Oregon Center for Health Statistics in Portland issues the state’s certified birth, death, marriage and dissolution copies. A county clerk’s copy works too, as long as the clerk’s printed name appears on it.

Photocopies are refused, and each document needs its own apostille. Where the state’s pages leave a gap, this guide says to confirm with the office.

The apostille office

The Corporation Division in the Public Service Building

The Corporation Division sits at 255 Capitol St. NE, Suite 151, Salem, OR 97310, and answers on 503-986-2200. Its authentication and apostille page sets the fee at $10 per apostille. The counter runs weekdays from 8:00 to 5:00. Phone hours are shorter, Monday to Thursday from 8:00 to 4:30 and Friday from 8:00 to 12:00.

The page requires an original certified copy, never a photocopy, and a county-issued copy must show the clerk’s printed name. Our research adds two speed points. A counter visit can be same day if you arrive by 4 p.m., though the office does not promise it. FedEx or UPS delivery takes 2 to 3 business days.

The page also describes a shortcut for orders placed through VitalChek. You enter the Corporation Division’s address as the shipping address, and the office matches the arriving record with your request form. For someone overseas that removes a trip across the Pacific for a single envelope.

From abroad

Doing an Oregon file from another continent

  1. 1

Settle the form with your destination

Ask whether it wants the full birth image, the long death form or a dissolution decree. One written answer prevents two orders.

  2. 2

Order from the state, not a copy shop

The Center for Health Statistics takes orders by mail or drop box at 800 NE Oregon St, online through VitalChek, or in person by appointment from 9:00 to 4:00. Restrictions apply to who may request a record. We did not confirm them, so check before ordering for a relative. Where an authorized third party may order, we can help, and the free review settles it.

  3. 3

Use the Salem address in VitalChek

Enter the Corporation Division as the shipping address and send the request form to match. Ask the office to confirm this still works before you rely on it.

  4. 4

Fill in the request and pay $10

Each document needs its own apostille and its own $10. Add the request form and a prepaid courier label to your address abroad.

  5. 5

    Watch the return

FedEx or UPS delivers in 2 to 3 business days once the apostille is attached, then add customs time.

  6. 6

    Mind the clock

Salem keeps Pacific time. Lisbon is typically eight hours ahead and Berlin nine, so the 8:00 phone opening in Salem is mid afternoon in Lisbon. Fridays close at noon.

Where it goes wrong

Why Oregon sends records back

Short copy

A birth record from before 2008

Oregon wants the full image copy for those births. The quick online version does not qualify.

County copy

A clerk’s name left off

County-issued copies must show the clerk’s printed name. A stamp with only a signature invites a return.

Photocopy

A scan or office copy

The Corporation Division takes original certified copies only.

Bundle

One apostille for several papers

Each document needs its own apostille and its own $10.

Unmatched

A VitalChek order with no request form

The shortcut works because the office matches the record to your form. Without it, the record waits.

Death form

The short form for a legal claim

Banks and insurers want the long form, and Salem’s preference is not stated. Ask first.

Using it abroad

An Oregon record in Portugal or Germany

Portugal

Portugal is a Hague party, and its government guidance for AIMA filings treats an apostille as the way to recognise a foreign public document. An electronically issued certificate that is not apostilled needs at least consular authentication. Translations into Portuguese are required except for documents in English, French or Spanish. Nationality rules changed with Lei Orgânica 1/2026, so confirm what applies before ordering anything.

Germany

Germany is a party too. The Germany.info FAQ says a US marriage certificate in a residence permit application needs an apostille, and family permits add the children’s birth certificates. Pages for the Blue Card, study and family checklists did not give us translation or age rules. Ask the German mission, and see the HCCH status table for any other country.

We supply ATA certified translations, notarized. We are not a sworn translator and we do not arrange sworn translations. If a Portuguese or German office insists on one, hire a local sworn translator and we send the apostilled set there.

What we do

Our role, and what we charge

We open with a free review of the record and the destination’s request. We decide whether you need the full birth image, the long death form or a dissolution decree. Where Oregon allows an authorized third party, we order it, route it through Salem with the matching request form and courier the apostilled set to you.

The $10 is Oregon’s. Our review confirms it and the current pace, and you receive one flat-rate quote before paying. Published rates for Massachusetts documents are $149.95 Economy, $199.95 Express and $385.95 Rush. Rush is the fastest, and outside Massachusetts and New Hampshire the pace depends on the state office. Transit costs extra.

We are a private document preparation and courier service in Tewksbury, Massachusetts, near Boston, and we are not affiliated with any state office, school or consulate. Hablamos Español. Phone (978) 424-4629 Monday to Friday, 10am to 5pm Eastern.

Oregon questions

Frequently asked questions

How do I get an Oregon record apostilled from abroad?

Order an original certified copy from the Center for Health Statistics or a county clerk. If you use VitalChek, enter the Corporation Division in Salem as the shipping address and send the request form so the office can match them. Each document costs $10. We can run the whole sequence for you after a free review.

Why was my Oregon birth certificate rejected?

Births before 2008 need the full image copy, and the quick version does not qualify. A photocopy is also refused, and a county copy must show the clerk’s printed name. Order the full image from the Center for Health Statistics for $30 by mail and send that one to Salem.

What does an Oregon apostille cost?

The Corporation Division charges $10 per apostille, and each document needs its own. A state death, marriage or dissolution copy is $25 by mail or $28 in person. VitalChek is $47.50 in total for the first copy. Courier costs come on top, and our flat rate follows the free review.

How long does the Corporation Division take?

At the counter, same day service is possible if you arrive by 4 p.m., though the office does not promise it. FedEx or UPS delivery takes 2 to 3 business days. The page states no figure for mailed requests, so we ask the office for the current pace before we quote a date.

Which death certificate form does Oregon accept?

The state offers a long form from 1903 and a short form from 1978. Which one the Secretary of State accepts is not stated in the pages we read, so confirm with the office. Insurers and banks usually want the long form, which shows cause of death.

Does a county clerk copy work instead of the state copy?

Yes, as long as it is an original certified copy and shows the clerk’s printed name, according to the Secretary of State. The county fee varies, so confirm it with the clerk. For some records the state office is simpler because its signature is already familiar to Salem.

How do I get a divorce decree apostilled in Oregon?

Oregon calls it a dissolution. The Center for Health Statistics issues a dissolution certificate for $25. The Secretary of State lists it as eligible. The decree itself is a circuit court record, and the rule for a clerk or judge certification is something to confirm with the office.
