Pennsylvania Vital Records Apostille for Use Abroad
A Pennsylvania vital record is apostilled by the Department of State in Harrisburg for $15 per document, and a walk-in visit is handled while you wait. The signature matters most. The state refuses an assistant or deputy clerk on a marriage certificate and a local registrar on a death certificate. From Tewksbury, near Boston, we prepare the packet and send the finished set abroad.

In Pennsylvania the signature on the paper decides everything
Imagine a Lancaster County native in Seville whose marriage license came from the county Register of Wills in 2012. The Spanish residency office wants it apostilled. The Department of State in Harrisburg says the certificate must be signed by the register of wills or the clerk of the orphans’ court, and it refuses an assistant or deputy clerk’s signature.
That rule is what to confirm on your own copy before you ship. The Department of State’s page says county documents must be signed by the clerk in charge. We pass it along as the page words it and suggest a phone call to 717-787-5280 to confirm how it applies to your paper.
The other offices fit the same logic. The Department of Health issues birth and death certificates and does not issue apostilles. Death certificates must carry the state registrar’s signature. Divorce decrees come from a county prothonotary, and the state page is silent on them.
Seven ways Harrisburg returns a packet
An assistant clerk signed
The Department of State’s page says a signature by an assistant or deputy clerk is refused. Ask the county for a copy signed by the register of wills or the clerk.
A death certificate signed locally
A death certificate must be signed by the state registrar. One signed by a local registrar is refused, so order straight from the state.
A notarized birth certificate
The page says never to notarize a birth certificate. A notary stamp can spoil an otherwise good record.
The wrong payment
Cash is not accepted by mail or at the counter. Credit cards work at the walk-in window only.
A FedEx or DHL return label
The page says FedEx and DHL are not accepted for the return. Ask which carriers the office does take.
No destination country
The request should name the country where the document will be used.
A copy without signature and seal
The office wants the original, with the signature and seal, not a photocopy.
Birth, marriage, death and divorce records from Pennsylvania
Four records, three kinds of issuer. The right column says what Harrisburg will not accept, using the state’s own wording where we have it.
| Record | Issuer | What it needs | Fee | What Harrisburg will not take |
|---|---|---|---|---|
| Birth | Department of Health, Division of Vital Records, New Castle. | The state-issued certificate, with the destination country named on the request. | $20 per copy. Online orders add $10. | A notarized birth certificate. |
| Marriage | The Register of Wills or Clerk of the Orphans’ Court in the county that issued the license. The county has done so since 30 September 1885. | Signed by the register or clerk, not only the officiant, with signature and seal. | Set by each county. The State Archives page lists none. | An assistant or deputy clerk’s signature, and a photocopy. |
| Death | Department of Health, Division of Vital Records. | Signed by the state registrar. Long or short form: confirm with the office. | $20 per copy, whatever the number. Waivers exist for a spouse, dependent child or estate representative, up to 10 copies a year. Confirm with the office. | A certificate signed by a local registrar. |
| Divorce | The prothonotary of the Court of Common Pleas in the county where the divorce was filed. | The state page gives no divorce rule. Its request form says it can authenticate documents signed by county elected officials and judges. | Confirm with the prothonotary. | Unknown. Call 717-787-5280 before relying on a decree. |
The Harrisburg desk and its two clocks
The Department of State’s Apostilles and Certifications unit sits in the North Office Building, Room 201, 401 North Street, Harrisburg, PA 17120-0029. Its document certification page and service page set the fee at $15 per document. A walk-in visit is handled while you wait, from 8:00 to 4:30, and the state suggests you arrive by 4:00.
The pages disagree on two points, and you should know both. One says the public entrance closes at 3:00, another that the doors lock after 3 p.m., so go early. On mail, one page promises processing in 5 to 7 business days and another says about 2 to 3 weeks. A status line updated on 26 October 2026 showed mail received on 21 October still in the queue.
Cash is not taken by mail or at the counter, and a credit card works only at the counter. The office will not return documents by FedEx or DHL. It does not take online requests, though anyone can check an apostille online with its certification number at notaries.pa.gov. The unit’s apostilles and authentication form lists the officials whose signatures it can authenticate.
From a county courthouse to a consulate abroad
A Pennsylvania file, start to finish
- 1
Get the requirement and the signer
Ask the destination what it wants, then look at the signature on your copy. A deputy’s name on a marriage certificate means reordering before anything else.
- 2
Order from the right office
Order birth and death certificates online through the Department of Health’s vendor, by mail or in person. Marriage comes from the county register of wills. Divorce comes from the prothonotary. We did not confirm who may request a record, so ask before ordering for someone else. Where an authorized third party may order, we can help, and the free review settles that.
- 3
Leave the notary out
Do not notarize a birth certificate. If the destination wants a notarized translation, that happens later and separately.
- 4
Choose mail or the counter
Mail is cheaper but the pages disagree on speed. A walk-in visit is handled while you wait. If you are abroad, someone local has to carry it, and we tell you during the review whether we can.
- 5
Pay and name the country
Send a check or money order if the office accepts one, and ask which. Never send cash. Name the destination country on the request.
- 6
Plan a return that works
Because FedEx and DHL are ruled out for the return, the packet should come back to a US address, ours if you like, and leave again by courier. The courier leg to Europe takes several business days plus customs.
- 7
Mind the clock
Harrisburg keeps Eastern time. Madrid and Rome are typically six hours ahead. Call the office at 8:00 and you reach a European afternoon.
A Pennsylvania record in Italy or Spain
Italy
Italy is a Hague party, so Harrisburg’s apostille is the step. The Consulate General of Italy in Chicago lists a marriage certificate and the children’s birth certificates for family visa applications. For citizenship by descent, a decree-law in force since 29 March 2025 narrows who qualifies, so check eligibility first. The same consulate asks for the Italian line’s certificates in typed Italian translation, and the apostille need not be translated.
Spain
Spain is a party too. The Boston consulate’s non-lucrative visa checklist asks for family documents to be apostilled, with marriage and civil papers issued within the last 12 months and all mandatory items in Spanish. The apostille and the translation do not need to be processed together. Your own consulate may differ, and the HCCH status table covers any other country.
Our translation service means ATA certified translations that get notarized. A sworn translator is another matter: we are not one, and we do not arrange sworn translations. If an office abroad requires a sworn translation, hire the translator there and we deliver the apostilled documents to that person.
Where we fit, and what we charge
Start with a free review. We check the signature on the copy, tell you which issuer to use and, where Pennsylvania allows an authorized third party, order it. We then prepare the packet for Harrisburg, handle the payment and the return address so the state’s courier rules do not trip you, and send the finished set abroad.
The $15 is the state’s fee. We confirm it and the current pace during the review and send one flat-rate quote before you pay. Our rates for Massachusetts documents are $149.95 for Economy, $199.95 for Express and $385.95 for Rush. Rush is the fastest. For Pennsylvania the pace depends on volume at the state office, and transit is extra.
We are a private document preparation and courier service in Tewksbury, Massachusetts, a short drive from Boston, and we are not affiliated with any state office, school or consulate. Hablamos Español. Call (978) 424-4629 Monday to Friday, 10am to 5pm Eastern.

Frequently asked questions
How do I get a Pennsylvania record apostilled from abroad?
Order the certified copy from the right Pennsylvania office, check the official’s signature, then send it to the Department of State in Harrisburg with $15 per document, the destination country and a return plan that avoids FedEx and DHL. Someone in the United States has to carry the packet. We can do that after a free review.
Why did Harrisburg refuse my marriage certificate?
The Department of State’s page says the certificate must be signed by the register of wills or the clerk of the orphans’ court. It says an assistant or deputy clerk’s signature is refused. Ask the county for a copy signed by the clerk, and confirm with the office on 717-787-5280.
What does a Pennsylvania apostille cost?
The Department of State charges $15 per document. A Department of Health certificate is $20 per copy, and ordering online adds $10. County fees for marriage and divorce records vary. Courier fees come on top, and our own flat rate follows the free review.
How long does the Department of State take?
A walk-in visit is handled while you wait. For mail the pages disagree, one saying 5 to 7 business days and another about 2 to 3 weeks. We ask the office for the current pace during the free review and quote a date only after that.
Which couriers can return my documents?
The Department of State’s page says FedEx and DHL are not accepted for the return. It does not list the carriers it does accept in the pages we read, so ask the office. We usually have the packet come back to a US address and send it abroad from there.
Which divorce paper does Pennsylvania apostille?
The state page does not address divorce decrees. Its request form says it can authenticate documents signed by county elected officials and judges, so a decree signed by the prothonotary or judge, with a seal, may qualify. Call 717-787-5280 and confirm before you order.
How can the destination check my Pennsylvania apostille?
The Department of State lets anyone verify an apostille online with its certification number at notaries.pa.gov. Give the number to the receiving office if it asks. A verification check does not replace any translation or consular step the destination requires on its own.
