Wisconsin Vital Records Apostille: Two Offices, Two Speeds
A Wisconsin vital records apostille costs $10 and comes from the Secretary of State. For Hague countries the Department of Financial Institutions can issue it too. The Wisconsin Vital Records Office or a county Register of Deeds signs the copy first. Standard processing is long, and the state sells a $35 expedited tier.

Which Madison office gets your file
Wisconsin has two apostille offices, and sending a file to the wrong one costs time. The Secretary of State handles everything, including authentications for countries outside the Hague Convention. The Department of Financial Institutions, known as DFI, issues apostilles only, and only for Hague countries. The HCCH lists DFI as covering vital records, notary-signed documents and school officer documents.
So the first question is the destination. A Hague country such as Portugal or Mexico can use either office. A non-Hague country must go to the Secretary of State. Check the HCCH status table before you choose. The pages we read leave some rules open, and this guide says “confirm with the office” where they do.

The expedited tier exists because standard can run to four weeks
Picture a graduate student in Lisbon who needs her Milwaukee birth certificate apostilled for a Portuguese residence file. The Secretary of State’s pages quote standard processing as 7 to 20 business days. That is a long range when a consulate appointment is fixed. Expedited service costs $35 and is quoted at 1 to 3 days on the FAQ and order form, or 2 to 4 on the how-to page.
The pages disagree with each other, and the office says so itself. Treat every number as a range and ask what the queue looks like on the day you send. Lisbon is six hours ahead of Wisconsin, so a morning call to Madison reaches you in the afternoon.
When the state gives you a range, plan for the far end of it.
What each Wisconsin record needs before it goes to Madison
| Record. | Who issues the copy. | Fee for the copy. | What to watch. |
|---|---|---|---|
| Birth. | Wisconsin Vital Records Office or any county Register of Deeds. | $20 by mail. | A long form copy. The state signs vital records, so an issuing-state copy is required. |
| Marriage. | Vital Records Office (records from October 1907) or a Register of Deeds. | $20 for the first copy and $3 for each additional of the same record. | Which signer the Secretary of State has on file, State Registrar or Register of Deeds: confirm with the office. |
| Death. | Vital Records Office or a Register of Deeds. | $20 for the first copy and $3 for each additional. | An Extended Fact of Death certificate for a death under 50 years has ordering limits. Which death form is accepted: confirm with the office. |
| Divorce. | The state issues a one-page certificate of divorce. The Clerk of Circuit Court of the county issues the decree. | $20 for the state certificate. Decree fee: confirm with the clerk. | The state office does not issue court decrees. Certification and exemplification rules for decrees: confirm with the office. |
Fees come from the Department of Health Services Requesting a Record page, which also lists a $20 search fee for each five-year period of a single-year index such as death, marriage and divorce. There are 72 county Register of Deeds offices, plus Milwaukee and West Allis city health offices, and not every record is held at every local office. See the marriage records page for details.
Secretary of State, DFI, and the online order portal
The Secretary of State’s how-to page and FAQ set a standard fee of $10 per document and an expedited fee of $35. The mailing address is Wisconsin Secretary of State, PO Box 7848, Madison, WI 53707-7848. The physical office is B41 W State Capitol, Madison, WI 53703, in the basement of the Capitol. Walk-in expedited service is generally same day there.
The state also runs an online order portal. You start and pay the order online, but the original documents still have to be mailed in. An online order is cancelled after 60 days if the documents do not arrive. That detail matters from abroad. Order the portal request only when the certified copy is already in hand.
The pages say a document needs the signature and seal of an approved official, and documents issued by Wisconsin public officials, notaries and certain court officials are accepted. No digital apostille is mentioned. Counter hours are not stated on the pages we read.

How a Wisconsin file moves when you live overseas
The state allows you to start the order online, which helps. It does not allow an overseas delivery of the original to skip the mail. We can help obtain the copy where the offices allow an authorized third party, and we confirm that in the free review.
- 1
Confirm the destination and the office
Look up the country on the HCCH table. Hague means either office. Non-Hague means the Secretary of State.
- 2
Order the certified copy
Use the Vital Records Office for state records or the Register of Deeds in the county. Ask for a certified copy, not an informational one, and for the long form on birth records.
- 3
Check who may order
The pages we read do not list ordering limits for every record, so confirm with the office. Tell us in the free review if you need an authorized relative or our office to order.
- 4
Start the online order, then mail the original
The portal takes the request and payment. The original must arrive within 60 days or the order is cancelled.
- 5
Choose standard or expedited
Standard is $10 and the range is wide. Expedited is $35 and the quoted range is shorter. Walk-in expedited is generally same day.
- 6
Ship abroad with tracking
Several business days each way is normal for DHL, FedEx and UPS. Mexico City is on the same clock as Wisconsin or one hour apart depending on the season. Lisbon is six hours ahead.
Send the record, the county and the country through the application form or call (978) 424-4629, Monday to Friday, 10am to 5pm Eastern.
Six ways a Wisconsin file loses time
DFI for a non-Hague country
DFI issues apostilles for Hague countries only. A non-Hague destination must go to the Secretary of State.
Photocopy or notarized copy
The Secretary of State does not process photocopies, or notarized copies of vital records or certified copies.
A record from another state
Vital records must be issued by the state of Wisconsin. Other states use their own apostille offices.
Starting the order too early
An online order is cancelled after 60 days if the original does not arrive. Order the copy first.
A one-page divorce certificate for a decree request
The state office issues only the certificate. The decree comes from the Clerk of Circuit Court.
Relying on one quoted number
The pages give different ranges. A 7 to 20 day estimate can miss a fixed appointment. Pay for expedited when the date is fixed.
Portugal and Mexico
Portugal. Portugal is a Hague party. The immigration agency AIMA says documents from Hague countries are recognised by apostille and need a certified Portuguese translation, unless they are in English, French or Spanish. It lists who may certify the translation, including notaries, lawyers practising in Portugal and consular officials. Read the sequence in our Portugal guide.
Mexico. Mexico is a Hague party, so a Wisconsin apostille is the right authentication. We could not read the Mexican residence pages in a normal browser session, so we do not state their age limits or translation rules. Ask your consulate or the receiving office first. Our Mexico guide is in Spanish.
We provide ATA certified translations that get notarized. We are not a sworn translator and we do not arrange sworn translations. If a Portuguese or Mexican office requires one, hire a sworn translator there and we ship the apostilled set to that person.
What we do, and what it costs
We are a private document preparation and courier service in Tewksbury, Massachusetts, close to Boston, and we have worked since 2007. For Wisconsin files the free document review picks the office, standard or expedited, and the copy issuer. We prepare the request, send it to Madison and ship the apostilled set abroad with ApostilleDesk tracking.
Our published prices are Massachusetts prices: Economy $149.95, Express $199.95, Rush $385.95 per document, with the state fee and return postage included. Wisconsin is quoted separately. After the review we send one flat rate before you pay. See pricing and how it works.
We are not affiliated with any state office, school or consulate. Hablamos Español.
Frequently asked questions
How do I get a Wisconsin record apostilled from abroad?
Order a certified copy from the Vital Records Office or a county Register of Deeds. Start the online order with the Secretary of State, then mail the original within 60 days or the order is cancelled. Use expedited service when time matters, and courier the finished set overseas with tracking.
Which Wisconsin office issues the apostille, the Secretary of State or DFI?
Both can issue apostilles for Hague countries, but DFI cannot do authentications for non-Hague countries. Those go only to the Secretary of State. If you are unsure of the destination, send the file to the Secretary of State, and check the country on the HCCH status table.
How much does a Wisconsin apostille cost?
The state fee is $10 per document at the standard tier and $35 expedited. A first certified copy costs $20 and each additional copy of the same record costs $3. County Register of Deeds and court clerk fees are not on the pages we read, so ask the office.
How long does a Wisconsin apostille take?
The Secretary of State’s pages quote 7 to 20 business days standard, while its 2026 order form says 7 to 10 or more. Expedited is 1 to 3 days on the FAQ and order form, 2 to 4 on the how-to page. Walk-in expedited is generally same day. Add courier time.
Does Wisconsin accept a notarized copy of a vital record?
No. The Secretary of State says photocopies and notarized copies of vital records or certified copies are not processed. Each document needs the signature and seal of an approved official. Order a fresh certified copy from the Vital Records Office or the Register of Deeds.
Who issues a Wisconsin divorce decree?
The Clerk of Circuit Court in the county where the divorce took place issues the full decree or judgment. The state Vital Records Office issues only a one-page certificate of divorce and does not issue decrees. Ask the receiving authority which it wants, and confirm the decree fee with the clerk.
Does Wisconsin offer an e-apostille?
No digital apostille is mentioned. There is an online order portal for starting and paying the request, but the original documents still have to be mailed in. A portal order is cancelled after 60 days if the documents do not arrive. Confirm any new service with the office.
